This will be my first EclipseCon at all and I am very excited to meet a lot of people that I have only known so far from bug-reports, newsgroups or IRC. Since I am deep into RCP development, most of my recommendations are focussed around the topic "What's new in 3.3 for RCP"
If you happen to be around on Monday for the tutorials, you should consider the short-tutorial (3585) RCP UI Development in the Eclipse Workbench [Part 1]. To complete the day, (3645) Fundamentals of Eclipse Plug-in and RCP Development sounds very interesting and (3664) UI Forms: I can't believe it's not browser allows to have an insight into UI Forms, which is an interesting framework to use in any RCP application.
The keynotes are all worth a visit. Especially Scott Adams Keynote is a must!
On Tuesday, I am planing to sneak-peak Java 7 in the session Java 7 Language Features, followed by Task-focused programming with Mylar. I expect both to be very crowded, so make sure to be early. In the afternoon there is a couple of sessions around the topic RCP, that sound promising (Introduction to Eclipse Data Binding, Contributing to Menus with the new API, RCP with Eclipse, Mozilla and OpenOffice: the giant mashup).
In case you attended the session about Mylar, you might also want to join Enterprise Team Development with Maven and Eclipse on Wednesday. People interested in the fundamentals of bundles in Eclipse should consider OSGi: Was it good for you too?. And finally on this day, take a look at RadRails 1.0 as a good example of what is possible with extending the Eclipse IDE.
If security in RCP applications is interesting to you, don't forget attending Secure Desktop Applications with Eclipse RCP on Thursday.
Finally EOS - Eclipse on Swing sounds like an interesting topic.
